This is an ownership inscription by Italian poet and grammarian Shmuel Arkevolty, found on the title page of Sefer ʻikarim by Joseph Albo (Venice : Giovanni Farri, 1543 or 1544).
The Hebrew text reads:
לה הארץ ומלואה
קנין כספי שמואל ר׳׳בכ
אלחנן מן הארקוולטי ו׳׳א
יל׳׳ת ה׳ שנת ק׳׳לפ
Translation:
The land and the fullness thereof are the Lord's [Psalm 24:1]

Shemuʼel b. k.r. Elḥanan min ha-Arḳeṿolṭi ...
Year 308 of the minor era [i.e. 1548]
God forgive Amen and Amen
