This is the signature of Menasseh Grossberg (c. 1860-1927), a rabbinical scholar originally from Trestina, Russia.
Grossberg copied and published Hebrew manuscripts from libraries around the world in the cities of Berlin, Paris, London, Amsterdam, Munich and others. In the early 1900s he lived in London and worked at the British Museum and Oxford, where he copied manuscripts for European scholars.
Grossberg also published commentary on the Torah, responsa and halakhic treatises.
